摘要
政府在国有土地上"自上而下"推动的行政主导型城市化和社区在集体土地上"自下而上"推进的社区主导型城市化,是城市化进程中并存的两种模式。未来要真正实现城市化,必须从双轨走向并轨,但并不是简单的以一种模式取代另一种模式,而是通过引导社区自身发展和转型使之更好地融入整体城市化进程中。在这个过程中,城市规划扮演着重要的角色,必须通过自身的变革来适应和推动城市化进程。
Government dominated top-down and community bottom-up approaches are the two major modes of urbanization. Future urbanization shall develop from dual track to integral urbanization, i.e. integrating community development and transformation with urbanization. Urban planners are playing an important role in this progress and shall adapt themselves to the new situation.
