摘要
基层政府作为新农村建设的主导者,其执行力不足的问题已经成为制约我国新农村建设各项政策,尤其是惠农政策目标有效实现的巨大障碍。从作为政策执行主体的基层政府的角度分析了农村基层政府执行力不足的主客观因素,并针对当前存在的问题提出相应的对策和建议,寻求优化基层政府惠农政策执行力的合理思路。
As the leader of the new rural had become a huge obstacle of restricting the construction, grassroots governments~ lack of execution effective realization of the policy of China＇s new rural construetion, in particular, the policy of preferential agriculture. The paper analyzed the subjective and objective factors that caused the lack of rural grassroots government execution from the point of view of the grassroots government as the subjectivity of policy execution, put forward the corresponding countermeasures and suggestions aiming at the current existing problems and look forward a reasonable idea of optimizing the grassroots governments＇ policy execution of preferential agriculture.
