南方电网频率演变机制与改善分钟级波动的探索 被引量:6

摘要 随着自动发电控制(automatic generation control,AGC)、一次调频等技术的充分应用,南方电网的频率合格率指标有了大幅提高。但频率在总体波动范围变小的同时,又出现了分钟级波动频繁、幅度较大的新特点。为此提出了精确还原原始负荷需求和发电供给的算法,分析了导致频率分钟级频繁、较大幅波动的主要机制。AGC有效调节死区偏小导致频率频繁过"零"和趋向一次调频死区分布,难以有效发挥一次调频对频率波动幅度的限制作用。AGC的调节延迟与所跟随负荷的波动周期相近,造成发电供给与负荷需求出现"反向运动",显著加剧了频率分钟级波动幅度。通过适当加大各中调AGC控制死区、减小AGC支援分量和调低一次调频死区内AGC频率响应系数等措施,频率分钟级频繁波动得到了显著改善。 Along with full application of such techniques as automatic generation control(AGC) and primary frequency control and so on,frequency qualified rate of China Southern Grid is considerably improved.However,new characteristics such as frequent minute level fluctuations as well as wider fluctuation range appear.For this reason,an algorithm,which can restore original load demand and power supply accurately,is proposed,and the mechanism leading to frequent and wider-ranged minute level fluctuation of frequency is analyzed.Due to too small effective regulating dead zone of AGC,system frequency passes through "zero" frequently and distribution of frequency trends towards dead zone of primary frequency control,so it is hard to fully restrict the frequency fluctuation range by primary frequency regulation.The regulation delay of AGC close to the fluctutaion period of load that AGC follows makes the so called counter motion between power supply and load demand,thus the range of minute level frequency fluctuation is evidently aggravated.By means of the measures such as properly increasing AGC’s dead zones of dispatching centers,decreasing AGC’s assisting component and adjusting the AGC’s frequency response coefficient within the dead zone of primamy frequency regulation downwards,the frequent minute level fluctuation of frequency is obviously improved.
