摘要
研究目的:以重庆市土地供应"十二五"规划为例,探讨规划编制框架,以期对其他省市土地供应中长期规划的编制提供借鉴,并为土地供应规划编制规程的制定提供现实依据。研究方法:文献综述法和框架图法。研究结果:(1)"规划形势研判和指导方针确定"、"规划指标配置与调整"和"规划实施保障措施制定"是规划编制的三大板块;(2)重大工程项目的用地保障是联系土地供应规划和相关规划的纽带;(3)动态性和信息化是增强规划实效性和执行力的关键。研究结论:土地供应规划不仅是对既有规划的体系完善和功能延展,而且对年度计划起引导和约束作用,基于区域自然条件及经济社会发展状况,构建较为统一的中长期规划编制平台,不仅保证了土地供应规划的统一性和有序性,也强化了编制的科学性和系统性。
The purpose of the paper is to develop the framework for the 12th Five-Year land supply planning in Chongqing, aiming to provide a reference for other provinces. Using literature review and framework graph method, the paper obtains the following results.
