摘要
基于循环经济的"5R"原则,文章选取经济与社会发展、资源循环利用、资源减量投入、资源环境安全4类16个参评因子构建了循环农业发展水平的评价指标体系。评价结果表明:从2000-2010年河西走廊地区循环农业总体发展趋势是不断上升的;循环农业发展的主要障碍因素是资源减量投入指标因素;张掖市和河西走廊的循环农业发展水平低于甘肃省和定西市,其中资源减量投入指标和资源环境安全指标是造成河西走廊和张掖市循环农业发展水平低的主要原因。根据以上分析,本文从强化政府资金投入,建立有效的激励机制和约束机制;加快农业科技创新的步伐;坚持合理开发和利用农业资源;减少物质投入,提高资源利用效率4方面提出了相应对策。
Based on the circular economy “5R”principlc, we select four classes containing 16 eligible factors to build the index evaluation system for the level of development of circular agricultural, they are economic and social development index, resources recycling index, resources inputs reduction index, resources and environment safety index. The results show that the circular agricultural overall development trend is rising from 2000 to 2010 in Hexi Corridor; the main obstacle in developing circular agriculture is resources inputs reduction factor, followed by resources and environment safety factor. Compared with the level of development of circular agricultural in Gansu Province and Dingxi City, we draw the conclusions that: level of development of circular agricultural in Zhangye City and Hexi Corridor is below Gansu Province and Dingxi City, resources inputs reduction index and resources and environment safety index are the main reasons for the 10w level of Zhangye and Hexi Corridor. Based on the above analysis we propose four aspects of the corresponding countermeasures: strengthen the government's capital investment to establish an effective incentive and restraint mechanisms, accelerate the pace of innovation of agricultural science and technology, adhere to the rational development and use of agricultural resources; reduce material inputs and improve the efficiency of resource utilization.
