摘要
劳动力转移与产业转型升级之间存在互为基础、互为条件、彼此制约、相互促进的匹配关系。然而,劳动力转型绝非易事。以广东省为例,该省的劳动力转型取得了相应进展,也存在培训机制有待健全的不足。有鉴于此,该省应推进就业规划,建立就业培训长效机制,强化人才培养机制,健全劳动力配置的市场机制,从而确保产业结构的优化与升级。
Labor transfer is the basis and condition for industrial transformation and it can constrain as well as promote industrial transformation, and vice versa. However, to realize labor transfer is not an easy thing. A case study' on Guangdong Province shows that there is certain development in Guangdong's labor transfer but also exist deficienei~ in training mechanism. Therefore, Guangdong should promote employment planning, establish a long-term mechanism for employment training, strengthen talent fostering mechanism, optimize the market mechanism for labor force allocation so as to ensure the optimization and upgrade of industrial structure.
