摘要
乌拉圭回合以来,卫生与植物检疫(SPS)措施在农产品国际贸易中的作用凸显,中国农产品出口也频繁遭遇SPS措施冲击。文章运用来自山东、浙江、福建88家农产品出口企业的调研数据,采用logit回归模型,对中国农产品出口企业频繁遭遇SPS措施的决定因素进行了实证分析。研究表明:国内外SPS标准的差异过大是中国农产品出口企业遭遇SPS措施冲击的最主要原因;国外SPS措施的歧视性和信息不对称也是企业遭遇SPS措施的重要原因;企业规模和是否加入行业协会对企业遭遇SPS的影响并不显著。基于此,文章提出了中国农产品出口企业规避SPS措施的建议。
After Uruguay Round, Sanitary and Phytosanitary （SPS） measures are playing a more and more important role in international trade of agriculture products, and also become the main barrier of Chinese export of agriculture prod- ucts. This paper based on Logit model analyzed empirically the determinant fac- tors that enterprises are impacted by SPS measures by using survey data from 88 samples of Shandong, Zhejiang and Fujian provinces. The result showed that and the great difference between China＇ s SPS and partners＇ was the main rea- sons. The discrimination of foreign SPS measure and asymmetry information are important reasons as well. Enterprises scale and joining industry association have no significant effect in avoiding SPS. Based on the results, it gave therapy sug- gestion to promote export of agricultural products.
