摘要
随着我国地下水开发利用程度的不断加剧,在广大地区产生了一系列的生态环境地质问题,为了保障地下水的可持续利用,迫切需要采用新的理念、新的方法来科学管理地下水。本文以地下水的自然属性、社会经济属性、生态环境属性为基础,立足于地下水的主导功能,构建了地下水二级功能区划体系。一级体系包括开发区、保护区和保留区三类;在一级体系框架基础上建立了集中式供水水源区、分散式开发利用区、生态脆弱区、地质灾害易发区、地下水水源涵养区、不宜开采区、储备区和应急水源区8个亚类。明确界定了地下水功能区各级各类的定义及划分的技术依据。最后以本次建立的地下水功能区划体系及划分依据对全国国土面积开展了地下水功能区划工作,并分析了我国地下水功能区划的特点。地下水功能区划是一项全新的工作,在全国范围内进行区划还属首次,其划分体系与划分依据还需要在实践中不断完善。
With the increasing extent of exploiting and using groundwater, a series of ecological geology problems occur in most areas. In order to ensure the sustainable utilization of groundwater, it is urgent to adopt new theories and methods to manage groundwater rationally. Based on the natural attribute, social-economical attribute and ecological attribute of groundwater, established on the prevailing function, this paper builds up a framework of secondary functional area division. The first division framework includes exploitation area, protection area and the reserve area; detailedly in the first division, it includes centralized drinking water area, distributed exploitation area, ecologically vulnerable area, sensitive geology disaster area, groundwater-raising area, unavailable exploitation area, reserve area and emergency water area. The eight areas are called the subclass. The paper clearly defines each grade and kind of groundwater functional area, as well as the technical evidence to divide the areas. At last, relied on the framework and the division standard built up in this time, a work is going on to divide the national territory. The functional division of groundwater is a totally new job, and it's the first time to divide the areas nationwide.
