摘要
随着信息技术的迅猛发展,军民技术通用性不断提高,军品采办市场上网络效应日益凸显,国防工业自身资源难以满足武器装备发展的需求,使国防工业标准化发展从封闭走向开放,逐渐呈现出可公开、可协商、可获取、可控制的特征,从而有效促进了军品与民品技术相互衔接。为此,在政策导向上应积极完善法律制度、优化联盟结构、培育竞争机制、实施有效干预;在措施上应合理决策标准的培育途径、建立标准优选与评价准则、正确发挥政府的参与作用,构建国防工业标准开放战略,推动军民融合的健康发展。
With the rapid development of information technology, technical versatility between military and civilian is continuously improving; network effect in the procurement market of military products is increasingly obvious; the defense industry ＇s own resources is difficult to meet the demand of the development of weapon equipment. In this case, defense industry standardization has developed from closeness to openness, and gradually shown characteristics such as open, negotiable, accessible and controllable, which effectively promote military and civilian technologies to join each other. For this purpose, in policy orientation we should actively improve legal system, optimize coalition structure, breed competitive mechanism, and implement effective intervention. In measures, we should make standard cultivation of policy decision, establish standard selection and evaluation criteria, play the role of government effectively, construct open standards strategy of national defense industry, and promote the healthy development of civil - military integration.
