摘要
近年来,为加强装置大检修过程的HSE管理,部分石化企业在装置大检修过程中引人第三方HSE管理,取得了优秀的HSE业绩。总结近年石化装置大检修HSE管理实践经验,阐述了第三方HSE管理的概念及模式,并对第三方HSE管理的优势和实施的具体做法进行了探讨,以为石化装置大检修的HSE管理提供参考。
In recent years, in order to strengthen HSE management, some petrochemiacal companies introduce the third-party HSE management during the plants maintenance, and have made excellent HSE performance. Summary of experience in the HSE management practice in recent years, this paper introduces the conception and the mode of third-party HSE management during the petrochemical plants maintenance, and discusses the advantages and the implementing method of third-party HSE management to provide reference for HSE management.
