摘要
为实现低碳发展的目标,我国在"十二五"规划中明确提出加快推行合同能源管理,促进节能服务产业的发展。在可持续发展理论背景的支持下,通过理论推导与数据实证,分析了以往合同能源管理服务绩效评价指标的缺陷;通过梳理合同能源管理服务绩效研究的理论基础,构建具有可持续发展性的合同能源管理服务绩效评价指标体系,建立了评价合同能源管理服务绩效的理论模型。
In order to realize the goals of low - carbon development in China, the clear direction for accelerating the implementation of Energy Performance Contracting and promoting the lowcarbon services industry is proposed in the 12＇h FiveYear Plan. In the context of sustainable development theories, firstly, the defects in past indicators of the service performance of Energy Performance Contracting is analyzed by theoretical derivation and empirical data. Secondly, the service performance measurement system is built up by combing and sorting out theoretical basis of ＂the service performance of Energy Performance Contracting. Finally, the sustainable service performance model of Energy Performance Contracting is put forward.
