摘要
人口城市化与碳排放密切相关,但二者关系却具有不确定性。人口城市化可以带来碳排放大量增加,是碳排放增加的重要致因。正由于此,人口城市化又成为有效控制碳排放的"钥匙"。本文构建了人口城市化碳排放控制机制的分析框架,并进行了初步检证:人口城市化的发展,必然带来城市数量的增加和规模的扩大;城市化人口迁入城市后的生活行动、生产行动和空间分布,构成了城市发展的生活、生产、交通三大部门,同时也成为城市碳排放的三大源头。人口城市化,正是通过增加城市数量、扩大城市规模、城市化人口向城市迁移的不同流向以及城市化人口迁入城市后的空间分布、生活行动和生产行动的变化,产生不同的碳排放。这既是人口城市化的碳排放机制,也提示推进人口城市化低碳发展的科学路径。
Population urbanization is closely related to carbon emission control, but the relationship between them is uncertain. Population urbanization makes carbon emit more greatly, which is the main cause of carbon emission increase. Therefore, population urbanization can also be the "key" to control carbon emission effectively. This article constructs the analysis framework of carbon emission control mechanism in the aspect of population urbanization, and identifies it preliminarily: the development of population urbanization will increase the number and scale of cities; the spatial distribution, the life and the production activities of the urbanized population constitute the three city departments-life, traffic and production, which are also the three sources of carbon emission. It is the increase of number and scale of cities, different flow of migration to cities and the changes of the spatial distribution, the life and the production activities of the urbanized population that leads to different carbon emission. This is not only the carbon emission mechanism of population urbanization, but also the clue to the scientific way to promote the low carbon of population urbanization.
