摘要
公立高职院校内部治理结构亟待改革,必须把握高职院校组织特性,改革和创新内部决策、执行、监督系统:建立董事会制度,变单一的领导决策为利益相关者共同治理;横向调适权力,变党、政二重唱为党、政、教、学和谐合奏;纵向下放权力,变系部被动应付为主动经营;重构监督体系,变零星监督为系统控制。
The internal government structure of public higher vocational colleges is urgent to be reformed by grasping the organizational characteristics of higher vocational colleges to reform and innovate the internal decision-making, implementation and supervision system, and the reform measures are: establishing the board of directors system and changing the single leadership decision into stakeholders co-governance; horizontally adjusting the power and changing the party-government duet into the harmonious ensemble of party, government, teaching and learning; vertically devolving the power and changing departments from passive coping with to actively operating; reconstructing the supervision system to change the sporadic supervision into the systematical control.
