摘要
当前,我国在转变农业发展方式发展现代农业过程中,针对农地经营模式问题仍存在不少争论和认识误区。本文在对山东河南两省六个村庄进行调查研究的基础上,构建了一个基于农户视角下的农地经营模式选择与现代农业发展分析框架,研究农户在转变农业发展方式发展现代农业过程中的个体决策以及由此产生的农地经营模式选择问题。本文研究认为,农户主要通过比较不同农地经营模式下的货币化的农业产出水平以及农户从中所能分享到的收益水平来做出经营决策。在我国现有的农地经营模式中,以农户家庭经营为主体的现代农业发展模式和以农业企业为主体的发展模式都处于探索发展的初级阶段。对于前者,更符合我国大多数地区的发展实际,但仍需要进一步探索和建立与之相适应的农业生产组织形式,拓展和完善农业产业链,增强农业科技支撑力度。对于后者,国家应该允许这种模式的存在和发展,并帮助农业企业破除在发展过程中的体制机制障碍,同时更要做好防范农业企业经营风险的顶层设计,保护好农户的相关权益。
Nowadays, there are a lot of controversy and misunderstanding about farmland management mode in the process of changing the development mode of agriculture. Based on the investigation of six villages in Shandong and Henan provinces, this paper constructs an analytical framework on farmland management mode selection and the development of modem agriculture. From the perspective of farmers, this paper analyses the individual decision-making of farmer household and the management mode selection of farmland. This study concludes that the farmer household makes decisions mainly by comparing the mone- tary yield of agriculture and the gain sharing among the different farmland management modes. The farmer household management mode and the agricultural enterprise manage- ment mode are still in their infancy. The former mode accords with the reality in China, but still needs to adapt organizational form of agricultural production, expands and improves the agricultural industrial chain, enhances the agricultural science and technology. For the latter, the state should break down the barriers of institutional mechanism, do the top-level design to prevent the operating risks, and protect farmers＇ interests.
