摘要
从分析土地节约集约利用内涵和规律入手,得出土地节约集约利用实质内涵就是经济内涵,因此实现土地节约集约利用动力机制自然是经济利益机制。而造成当前我国土地低效利用的重要原因也是利益政策失衡和相关调控政策不到位。通过分析我国土地节约集约利用利益系统构成与冲突表现,探索建立土地利益衡平机制,并以相关土地集约利用途径作为保障。
From the analysis of the connotation and law of land economical and intensive utilization that substantial connotation is economic connotation, therefore the economical and intensive utilization of land dynamic mechanism is economic benefit mechanism. The important reason for the inefficient land use in China is that the imbalances of benefit policy and the absence of related policies. Study on the system of land economical and intensive utilization and the conflicts of interests, present to establish the land benefit balance mechanism and land intensive utilization way as security.
