摘要
乌鲁木齐市大气污染治理工程已走过10多年的历程,从1998-2003年第一轮"蓝天工程",2004-2008年第二轮"蓝天工程",到2009年提出用4到5年时间使乌鲁木齐大气污染治理取得明显成效的战略目标。从禁原煤散烧、集中供热、洁净煤技术到制定规划、严格标准、节能减排、加强监管到坚决搬迁污染企业、决心调整能源结构、煤改气、煤改电的治理政策着重点的变迁,反映出对乌鲁木齐市大气污染治理认识不断深化,制定目标更加客观、务实。这期间乌鲁木齐市户籍人口从189万增长到273万,国民生产总值从230多亿增加到1000多亿,原煤耗量从520多万t增加到1370多万t。大气环境质量逐步改善,2008年、2009年、2010年、2011年好于2级天数达到261d、262d、266d、276d。本文对乌鲁木齐市实施蓝天工程以来采取的政策措施进行梳理分析,进一步认识乌鲁木齐市大气污染治理政策措施的调整变化历程及实施中存在问题和经验。
the air pollution control project in Urumqi has gone on for 10 years. The first and second round of the ＂Blue Sky Project＂ lasted from 1998 to 2008. A strategic policy with the purpose of an obvious achievement in air pollution control was proposed in 2009. From policies of no coal bulk burning, central heating, clean coal technology, make planning, strict standards, energy - saving emission reduction, strengthen the supervision to the relocation of polluting enterprises, resolutely determined to adjust the energy structure, coal to gas, coal to electricity, we can tell that gov- ernment~ understanding to the air pollution control has made great progress. The policy they make has become more reasonable and practical. During these years great changes have also taken place in many aspects： the population of Urumqi grows from 1.89 million to 2.73 million. The GDP increases from about 23 billion to 100 billion. The con- sumption of raw coal rises from 5.2 million ton to 13.7 million ton. The quality of atmospheric environment has been improved gradually： the number of days above the national air quality level II in 2008, 2009, 2010 and 2011 were 261, 262, 266 and 276. The policies and measures that have been conducted since the ＂Blue Sky Project＂ were re- viewed in this paper. A further comprehension to the change of these policies and measures, the problems that may exist and the experience gained in this processes were discussed in this paper as well.
