摘要
基于知识产权战略实施的知识产权创造运用两个连续阶段,构建了两阶段知识产权战略实施的投入产出模型,以此为基础采取链式网络DEA的方法对中国29个省市的知识产权战略实施绩效进行实证分析,指出我国省市和区域的两阶段知识产权战略实施的投入产出链效率都存在差异,并且通过对各省的知识产权战略实施绩效与经济相关性的分析指出区域知识产权战略实施绩效与经济发达程度并不呈现绝对的相关性。最后通过对各区域战略实施效率的分析,提出有针对性的政策建议。
The execution of IP strategy can be separated into two stages, through which IP is produced and applied. We constructed a two-stage IP input-output model to study data of high-tech industries from 29 provinces, and found that IP input-output chain efficiency is different among provinces and regions, then found that there is no correlation between regional intellectual property implementation performance and the local economic level from the correlation analysis. Finally, we gave some useful advices for the promotion of region- al IP strategies.
