摘要
通过解构基层医疗卫生机构绩效管理制度形成的基本逻辑,得出结论:绩效管理制度是基层医疗卫生机构财政养医体制的必然产物,也是弥补财政养医体制缺陷的制度安排。在此基础上,分析了基层医疗卫生机构绩效管理制度的本质、目标和功能。
Analysis the basic logic of performance management system formation of primary health care institutions. Then make the conclusion that performance management system is the inevitable product of the financial support medical system of primary health care institutions, and also make up for the weakness of institutional arrangement of financial support medical system. On this basis, we analyze the essence, goals and functions of performance management system of primary health care institutions.
