摘要
分析了城区污染企业搬迁的费用与效益构成的特点 ,指出城区污染企业搬迁的效益主要体现为环境效益和社会效益 ,提出了城区污染企业搬迁的费用与效益分析评价方法 ,并以徐州造纸四厂搬迁为实例 。
To make the development of a city sustainable, relocation of urban polluting enterprises is inevitable,the cost and benefit of the relocation of urban polluting enterprises is analyzed in accordance with their specialties.It is pointed out that the environmental benefit and social benefit are the main parts of the benefit of the relocation of polluting enterprises. Then the assessment methods of the cost and benefit are put forward. At last the cost-benefit assessment of the relocation and rehabilitation of Xuzhou No.4 Paper Factory is evaluated as a case study.
