摘要
城市国际语言环境是指一个城市使用世界各种语言(种)进行信息交流的广度、深度和频度。良好的国际语言环境有助于人们的沟通和交流,为人们提供种种便捷,在世界城市建设中发挥着重要作用。坚持政府的主导作用,发挥专家的指导作用,调动各种社会力量参与,以大型国际文化体育活动为契机,以提高窗口行业和公共服务机构人员的外语水平为重点等,是首都国际语言环境建设的主要经验。北京世界城市建设的发展,对市民外语特别是英语的普及程度,科技、商贸和管理人员的外语水平,外语翻译人才数量和语种多样性等提出了更高要求。从实际出发,进一步普及和提高市民外语水平,培养高端翻译人才,构建城市多语言服务平台,培养跨文化交际意识等,是适应世界城市建设发展要求、加强首都国际语言环境建设的主要措施。
The international language environment of a city is referred to the width, depth and frequency of information exchange by means of kinds of languages within the city. Good international language environment plays an important role in the construction of world city as it can promote communication and provide good service. Main experience of the international language environment construction in Beijing is as follows： leadership of the government; instructions of experts; participation of all social forces; organization of large-scale international cultural and sports events and improvement of foreign language level for service sectors. Facing the big disparity between present situation and the demands of the international language environment for the construction of world city, measures should be taken as in popularity and improvement of foreigu language, cultivation of language talents, building-up of multilingual service platform and cultivation of cross-cuhural communication awareness to promote international language environment construction.
