摘要
对于收入分配制度的改革，有两种不同的意见：一种意见认为，应以初次分配作为重点；另一种意见认为，应以二次分配作为重点。我的意见是，应以初次分配为重点，二次分配也重要，但首先是初次分配。
According to the economic laws of market,primary distribution is based on market adjustments. But due to various reasons,in China there has been no distribution based on the economic laws of market,therefore the injustice exists in primary distribution. That’s why the primary distribution should be the key issue in the reform of distribution.
