摘要
产业集群的产生和发展需要物质资源和人力资源的共同支撑。文章基于生命周期理论来研究产业集群与人才集群的动态、纵向耦合关系,逐层次分析了萌芽期、成长期和成熟期三个时期产业集群与人才集群耦合的目标和机理。提出在萌芽期应吸引人才流入,在成长期应促进人才集群从"量变"到"质变"的转化,在成熟期要提高人才集群质量等对策建议。
The emergence and development of industrial cluster needs the supports of material reasources and human resources. Based on the life-cycle theory, the paper researches the dynamic and longitudinal cou- pling relationship between industrial cluster,talent cluster, analyses the coupling goal and mechanism be- tween successive bud, growth, and maturity periods. And based on this,the paper puts forward some sug- gestions as follows:talent inflows should he attracted in the bud;it shoule be promoted that the talent clus- ter changes"quantity" into "qualitative" in the growth period; the quality of talent cluster should be im- proved in the mature period, and so on.
