摘要
首先介绍了城市公共配送的产生、公共配送与共同配送的区别;然后从特点运作方式和功能定位等方面分析了城市公共配送的三种模式,即政府型城市公共配送模式、企业型城市公共配送模式以及政企合作型城市公共配送模式;接着探析了城市公共配送系统的内涵、功能以及组成;最后提出了推动城市公共配送的对策,即加强政府相关部门的引导规划作用;完善城市公共配送的政策法规;加强基础设施建设,提高网络通行能力;合理进行城市公共配送中心的功能规划;加强各类标准的建设;加强城市公共配送体系的运营管理。
In this paper, we first introduced the origin of urban public distribution and the difference between public distribution and joint distribution; then on the aspects of unique feature, operational method and functional positioning, we analyzed the three modes of urban public distribution which were government-led urban pubhc distribution mode, enterprise-led urban public distribution mode and cooperated urban public distribution mode. Then we studied the connotation, function and composition of the urban public distribution system and at the end proposed the countermeasures to promote the development of urban public distribution, including strengthening the function of the governmental authorities in guidance and planning, improving the policy and regulation systems of urban public distribution, reinforcing infrastructure construction and improving network pass-through capacity, planning reasonably the function of urban public distribution centers, stepping up the construction of standards of various kinds, and strengthening the management of the operation of the urban public distribution system.
