摘要
城镇化建设模式是影响"新移民"社会融入的关键因素。"物化建设"的城镇化模式着眼于挖掘城镇建设的"经济红利",通过一系列单独的投资项目来推动城镇建设,这往往会"制度性忽视"新移民的社会融入,并将陆续引发各种危机。城镇化建设应当保持经济效益与社会效益两翼均衡,并以此为契机推动社会改革,破除对新移民的"空间隔离、社会隔离和人户隔离",将整个城镇化建设视为一个整体战略而非局部项目建设,着眼长期的社区营造而非短期的"造城运动",建造基于利益共同体的"居住—生产型社区"而非单纯的"生产型社区",才能推动城镇可持续发展,促进新移民的社会融入。
The mode of the urbanization construction is the key factor of the new relocation farmers. The mode of urbanization building stresses material building that is the economic red benefit promised that a series of single project of input investment goes forward. This is always the systematic overlooked the integration of new relocation farmers. That would arouse all kinds of crises. The construction course of urbanization should keep two fields of economic and social benefits which go ahead evenly. That the social reform goes ahead simultaneously. The whole urbanization construction is regarded as a whole strategy not the part project construction so that the new relocation farmers would not feel the segregation in space, society position and census registration. The whole urbanization construction is as a whole strategy not part of project building. It is a real community built work not a short project of the man-made township. The township building is based on the community benefit not one of residing products. This can promote the sustained development of new relocations.
