摘要
北京友谊医院在医保支付制度和医药分开改革中,深刻理解两项改革的内在关联,以医药分开为契机,控制次均费用;调整费用结构,提升管理效果;改进服务流程,提高医疗质量;以绩效管理为手段,提高医务人员积极性。两项改革取得了初步成效,2012年7—12月,门诊和住院服务量较2011年同期分别增加42.42%、29.18%,次均医保基金支付额分别减少11.41%、0.97%,节约医保基金4146.67万元、689.07万元。下一步将深入挖掘DRGs的作用、精细总额预付考评维度、多指标协同考评等。
The public hospitals reform in Beijing proposed new requirements for the medical insurancemanagement in Beijing Friendship Hospital.We took the following measures： controlling the increase of medical expenditure per patient, improving service processes ; adjusting the cost structure; implementing performance evaluation. Currently it achieves a good effect. The next step is to apply the DRGs tools, refine indicators and establish multi-dimensional evaluation.
