摘要
北京农村地区水污染治理力度不断增大,但因缺乏借鉴模式和管理经验,加之部分规划设计不合理,在操作、运行等方面存在诸多问题。开展京郊污水处理设施运行现状调研及相关管理机制研究,已成为北京市新农村治污规划工作的迫切需求。通过实地调研,摸清了镇级和村级污水处理设施数量、分布及运行现状,明确了存在的主要问题,对其产生原因进行了深入分析,在此基础上,探讨并提出了三种污水处理设施管理模式,通过经济比选和实践效果分析,最终确定村镇与专业公司相结合的管理模式和机制是最适合京郊发展实际的。
More and more efforts have been made on water pollution control in Beijing rural areas. However, because of lack of reference mode and management experience as well as illogicality in plan- ning, there exist many problems in operation. Carrying out investigation on operation status of rural sew- age treatment facilities and studies on related management mechanism have become the urgent demands for planning new rural pollution control in Beijing City. Through the field survey, the number, distribu- tion and operation status of town and village sewage treatment facilities were gained, the existing problems were identified, and the causes were analyzed. Based on these, three management modes of sewage treat- ment facilities were discussed and designed. By economic comparison and actual effect analysis, it is concluded that the combination of towns/villages and professional companies is the most suitable manage- ment mode and mechanism for the actual situation of Beijing rural area.
