摘要
随着电力系统的发展以及电力体制改革的推进,我国现行输电网规划标准在投资管控方面日显不足,暴露出标准制定、执行和监管等方面存在的深层次问题。为此,分别从技术和监管角度,与北美、英国、德国、法国、俄罗斯等国家或地区的输电网规划标准体系进行对比,研究提出了设计一个良好的输电网规划标准应遵循的6项原则,包括中立性、经济性、明确性、可测性、可操作性和有限的灵活性。最后,指出了我国现行规划标准体系存在的问题,并给出了完善建议。
With the development of power grids and advance in structural reform of power sector,the defects in management and control of investment of existing transmission planning standards（TPLs） in China are disclosed increasingly,thus the underlying problems in the drafting,execution and supervision of the standards are revealed.For this reason,existing TPLs in China is compared with TPLs in NERC,UK,Germany,France and Russia.Based on comparison results,six principle including neutrality,economy,definition,measurability,operability and limited flexibility,which good TPLs should follow,are researched and proposed.Finally,disadvantages in existing TPLs in China are pointed out and corresponding suggestions are given.
