摘要
公共体育服务是上海"体育强市"建设的基础支撑。"十一五"时期,上海市公共体育服务制度化建设逐渐加强,便民化设施不断增多,系列化活动初具规模,但仍面临着"制度设计"执行不力、"多元主体"供给失衡、"以需定供"尚未畅通等困境。在建设"体育强市"的过程中,应夯实公共体育服务基础,丰富公共体育服务内涵,培育公共体育服务多元主体,构建公共体育服务评价机制。
Public sports service is the foundational support for constructing Shanghai into a powerful city in sports. In the ＂11 th five-year plan＂ period, the institutionalization construction of Shanghai public sports service has been got gradually strengthened, a lot of facilities convenient to people in-creased constantly, and the sports activities have formed a preliminary scale. But, the public sports service is still facing such a dilemma as ineffective implementation, unbalaned supply of multiple subjects, unsatisfactory supply to needs. In the process of sports city construction, the foundation of public sports service must be reinforced, the connotation of public sports service must be enriched, the multiple subjects of public sports service must be fostered, and an evaluation mechanism of the public sports service construction must be established.
