摘要
目的适应深化医改,全面强化我国医院感染管理控制的时代要求,探索建立新时期医院感染管理国家战略。方法界定医院感染管理国家战略概念,从医院感染管控机制设计、制度安排、战略行动论述医院感染管理国家战略构建。结果把握并体现医院感染管理的战略性、全局性、系统性,在机制设计上优化资源配置、提升信息效率、实现多重目标均衡;制度安排上健全文件、执行与考核体系;战略行动上关注环境、行为、用品三大领域,运用培训、监测、质控三大手段促进组织、制度、运行三大体系建设。结论将医院感染管理置于深化医改,全面提升医疗服务质量和能力的大局中加以强化,从行业实施上升为政府推进,从部门规划上升为国家战略。
OBJECTIVE To deepen the healthcare reform and comprehensively intensify the control of nosocomial infections in the new era so as to explore the national strategies for control of nosocomial infections in the new era. METHODS The concept of national strategies for nosoeomial infection control was defined, the construction of the national strategies for nosocomial infections interpreted by starting from the mechanism design, system management, and strategic action. RESULTS The strategic, overall-view, systematic control of nosocomial infection has been displayed, achieving the balancing of multiple targets） the arrangement system has made the documents completed, and the assessment system was implemented） the strategic aetion had great concern about three fields, including the environment, action, and articles） the construction of the three systems was promoted through the training, surveillance, and quality control. CONCLUSION To implant the control of nosocomial infections into the deepening medical reform and comprehensively improve the quality of the medical service and intensify the overall-view ability can upgrade from the field implementation to the promotion of government and from department planning to national strategy_
