摘要
村改居社区是城市化发展的产物。"村改居"不仅仅是称谓上的变化和地理空间层面的简单调整,更重要的是建立起一种适应农村社区发展的社区管理体制。构建良好的制度体系是政府社区管理的"基础性工程"。当前,"村改居"社区管理在组织结构、制度供给、制度实施等层面存在困境,国家宏观的制度结构和社区微观的制度需求之间存在脱节现象。针对存在的主要问题,社区及相关管理部门应该理性设计和选择"村改居"社区制度变迁路径。
＂Transition from village to urban community＂ is the product of urban development. The transition is not only the change of the title and geographical space adjustments, and the more important is to establish a rural community development management system. To build a good system is the ＂ basic project＂ of government＇s community management. There is a disconnection between macro governmental institution structure and micro systematic requirements of community management at present. Community management has some deficiencies on system implementation or system feedback. According to the main problems, community organization and administrative department should design and select institutional transition route selection of the transition community rationally.
