摘要
运用内容分析法的分类思想,从公共政策的形式特征、节能减排的定义和国家节能减排的战略规划三个角度入手,确定城市节能减排政策的特征类目及其定义。然后进行分类编码和统计,并通过引入SPSS软件的一致性检验方法,对分类结果进行了重测信度检验和α信度系数检验。
This paper use the classification of the content analysis method to determine the characteristics category and the definition of the city＇s energy conservation and emission reduction policy from three angles of forms characters of public policy, the definition of energy conservation and emission reducticn and strategic planning of the national energy conservation and emission reduction. We use classification coding and Statistics to do test-retest reliability testing and alpha reliability coefficient test classification results about the result by SPSS consistency test method.
