摘要
高校信息化管理体制是指高校内部信息化管理机构的设置及其权限的划分。传统以网络中心或单一部门为主体的信息化建设管理体制容易导致高校信息化建设缺乏统一的战略规划、缺少有效的决策权,难以组建一支健全的信息化管理队伍,严重制约了我国高校信息化建设的步伐。文章采用了矩阵组织结构,并引入CIO体制,建构了基于矩阵组织的高校信息化管理体制模型。基于矩阵组织的高校信息化管理体制模型的特点在于:引入CIO统一协调高校内外部资源,实现了有效的决策与控制;使业务团队和技术团队相互协作,实现了IT战略与业务战略的一致性;采用横向管理与纵向管理相结合,提高了高校信息化建设的管理效率。
University informatization management system is the internal information management structure and authority division in university. Traditional informatization management system mainly is network-centric or single sector, which easily leads to lack of unified university informatization strategic planning and effective decision-making power, and is difficult to building a robust informatization management team. So traditional informatization management system seriously hampered the pace in Chinese university informatization construction. This paper uses the matrix organizational structure and the university CIO system to construct the university informatization management system model based on Matrix Organization, which is characterized by three points. First, it introduces CIO to harmonize university internal and external resources so as to achieve the effective decision-making and control. Second, it makes business teams and technical teams collaborate to align IT strategy with business strategy. Last, it combines the horizontal management with the vertical management, and improves the efficiency of university informatization management.
