摘要
输油气场站完整性管理目前仍然处于探索研究阶段,其目的是针对不断变化的场站设备设施及运营中面临的风险因素进行识别和技术评价,制订相应的风险控制对策,不断改善识别到的不利影响因素,从而将站场运营的风险水平控制在合理的、可接受的范围内。为此,提出了一套系统、综合的油气站场完整性管理技术方法,重点建立了站场完整性管理框架和流程,阐述了场站风险管理技术(RBI、RCM、SIL)的应用范围,引进并开发了多项场站完整性管理关键技术,包括场站数据库管理技术、后果评估技术、站场内外腐蚀控制技术、站场压缩机故障诊断评估技术、站场管线超声导波检测技术和储气库井的完整性评价方法等,完善了场站完整性管理技术支撑体系,开发了场站风险评估软件(功能分为4个部分:具体设备风险评估、场站数据评估、个体设备风险评估、基本数据分析),并已在陕京天然气管道所属站场全面推广应用。该技术的推广应用,对于站场完整性管理技术的发展,持续改进、减少和预防站场事故发生,经济合理地保证油气设施安全运行具有重要意义。
The integrity management of an oil & gas transmission station is still at the stage of exploratory research, which aims to identify and evaluate the risk factors in various equipment and facilities or during the operation process. On this basis, we can formu- late the corresponding risk control strategies, thus to mitigate the risks and keep the risk level under control. In view of this, we presented a series of methodologies for the integrity management of an oil b- gas transmission station. First, we established a frame- work and a flow process, explaining the application scope of evaluation tools like RBI (risk based inspection), RCM (reliability cen- tered maintenance) and SIL (safety integrity level). Apart from that, we completed a supporting system for the station's integrity management by introducing and developing many other core technologies, including station database management, consequences e- valuation, corrosion control inside and outside of the station, the compressor diagnosis and vibration testing, ultrasonic wave guided testing in line pipes, the integrity evaluation methods of storage wells, and so on. Moreover, the risk evaluation software was devel- oped for a specific station with four functions. The above methodologies were successfully applied to stations operated by the Shaanxi Beijing Gas Pipeline project. This study will be of great value in promoting technical progress in the stationrs integrity management, preventing and controlling accidents at stations, and ensuring the safe operation of oil and gas pipelines in an economic and feasible way.
