摘要
建筑废料的环境危害日益严重,设计科学合理的建筑废料管理制度也就更为迫切。以设计建筑废料流结构模型为基础,推演得出建筑废料的管理目标包括防止非法排放、降低产生率、提高循环效率和回收利用,管理策略包括减量化、再利用、再循环、无害化处置和防止非法排放。基于建筑废料管理链模型,还可以发现,建筑废料流管理链上的主体行为具有相关性,对制度作用力具有传递功能,由此在建筑废料管理制度的设计上,应兼顾不同制度的作用力,考虑制度系统的整体功能。
Construction waste brings harm to the environment increasingly. This impels us to design scientific and rational management institution under the concept of sustainable development . In this essay the structural model of the construction waste stream is established. The results show that the construction waste stream is composed by five closed loops and two exits. It could be deduced the construction waste management objectives correspondingly, including preventing illegal emissions, reducing the generation rate, improving circulation efficiency and recycle rates, and the management strategy including reducing, reuse, recycle, disposal harmless and preventing illegal emissions. By establishing construction waste management chain model, it could be found that the behavior on the construction waste stream management chain has correlation and the force of the institution has transfer function. In addition, it could be found that the phenomenon of offset occurs in the different effect of institutional implementation. The institution should be designed to take into account the force of the different institutions, and consider the overall function of the institutional system.
