摘要
对自2011年中央一号文件发布后水利投融资现状进行分析,根据目前我国水利投融资中各种融资渠道在水利行业所占的比重,剖析政策因素及水利行业本身特性对水利投融资的影响。提出必须改革并完善水利投资制度,建立灵活有效的投融资机制,明确各类投资主体在水利投资中的职责定位;建立一种水利投资与全社会投资和国有投资同比增长的投融资机制;除了要继续扩大政府公共财政投资规模外,还必须在金融机构融资、构筑新平台融资、群众参与合作以及吸引社会资本投入等方面进行创新。
The current situation of investment and financing for construction of water conservancy in China is systematically analyzed after the release of No. 1 Central Document of 2011. The effects of policy factors and characteristics of water industry are discussed according to different proportions of various financing channels in the water industry. Combined with foreign experience in the investment in water industry,the investment system for water conservancy should be reformed and improved,and a flexible and effective financing mechanism should be established.The responsibilities of various investors in water conservancy should be defined. The investment and financing mechanism for water conservancy with the same increment as the social and state-owned investment should be established. In addition to the continuous public financial investment scale from the government, the following aspects should be innovated: financing of financial institutions, construction of new financing platforms, public participation and attraction of social investment.
