摘要
研究目的:在理论总结和政策解读的基础上,研究中国新型城镇化背景下城乡土地市场统筹构建途径。研究方法:文献研究法,定性分析法。研究结果:城市土地市场产权制度和管理制度相对完善,但仍有一定提升空间;农村土地市场很不成熟,区域性交易需求强烈但受制度抑制;城乡两个土地市场之间连通不畅,城市用地现实需求与农村用地理论供给并存;新型城镇化为统筹城乡土地市场带来契机。研究结论:在完善城乡两个市场内部运行机制的基础上,应重点关注集体建设用地入市方案设计,更应该借新型城镇化发展理念,大力发展乡镇级城镇化,以此在城乡两个市场之间修建镇域带,推动城乡土地市场的统筹发展。
The purpose of this paper is to explore the ways of the integrated development of urban and rural land markets in the context of new urbanization in China based on theoretical summary and policy interpretation. The methods of documentary research and qualitative analysis were employed. The results include that property rights system and management system in urban land markets is relatively perfect but there is still some space for improvement, rural land market is very immature with a strong demand suppressed for regional trade regime, realistic demand of urban land market and theoretical supply of rural land market coexist, while there is a poor connectivity between two markets. The new-type urbanization brings a new opportunity to integrate urban and rural land markets. It is concluded that the design of collective construction land market should be paid attention based on improving internal operation mechanism of urban and rural markets. The township level of urbanization should be developed vigorously, taking advantage of the new-type urbanization. The zone of township should be built between urban and rural land markets to promote the integrated development of urban and rural land markets.
