摘要
在全球经济形势低迷的情形下，各国通过寻求科技创新的重大突破抢战新一轮经济发展的先机。继承计划经济时间“举国体制”的传统经验，探索新型科技“举国体制”是我国实现重点领域跨跃发展的重要手段。在分析“举国体制”基本内涵的基础上，提出在部分领域实施新型科技“举国体制”的条件和原则，重点研究科技创新“举国体制”资源配置的价值链模式和分配机制，并提出措施建议。
hTis paper analyzes the basic connotation of“whole-nation system”under market economy conditions, puts forward the conditions and principles of implementing “whole-nation system” in some areas, researches especially the value-chain model and allocation mechanism of science and technology resources allocation in“whole-nation system”under market economy conditions, and Some suggestions are put forward for the implementation of scientiifc and technological“whole-nation system”in China at last.
