摘要
山西省水资源总量偏低,水资源供需矛盾失衡已成为影响当前全省社会经济可持续发展的硬约束。通过对山西省水资源承载力的分析,阐明区域水资源、经济和人口之间的相互关系,可使该区域及早制定有效的水资源调控规划和保护措施,实现经济与环境的协调与可持续发展。选取总人口、国内生产总值、固定资产投资、工业用水、人均生活用水等指标构建评价指标体系,采用变异系数法确定指标的权重并运用多目标决策的TOPSIS法对山西省11个地市的水资源承载力进行综合评价。基于评价结果对其原因进行分析,提出山西省及各地市的水资源合理优化配置和区域社会经济可持续发展的建议。
The total amount of water resources was low in Shanxi Province. The problem of water shortage became the current and future impact factor and hard constraints of socio - economic, ecological and environmental development in Shanxi Province. Therefore, in order to achieve coordinated and sustainable development in economy and environment in Shanxi Province, this paper made the region develop effective regulation planning of water resources and protection measures as soon as possible. It was necessary to analyze the state of water resources carrying capacity and to reveal the relationship among water resources economy and population. The current study selected a number of factors such as the total population, GDP, fixed asset investment, industrial water and domestic water per capita to construct the evaluation index system. The index weights were determined by using the variation coefficient method. The water resources carrying capacity of 11 cities in Shanxi Province were comprehensively evaluated by multi - objective decision - making TOPSIS method. Based on the evaluation results, the causes were briefly analyzed and the advices were provided for optimal allocation of water resources and regional socio - economic sustainable development of the cities in Shanxi Province.
