摘要
公共体育服务作为当前构建服务型政府的重要内容,是政府实现体育职能的重要路径。主要从政府体育职能定位及价值取向、组织结构、财政投入和公共服务满意度等视角,梳理了我国政府体育职能的演变以及评判标准,在此基础上通过问卷调查,对18个主要因素采用因子分析法构建了服务型政府体育职能三级评价指标体系,为科学评价、测量政府体育职能提供参考。
Public sports services as an important part of the construction of service-oriented government,is an important path to fulfilling government functions.This study reviewed the evolution of the sports function of the government and its evaluation criteria by mainly looking at the following aspects：positioning of government sports function and its value orientation,the organizational structure,financial investment and public service satisfaction.Based on a questionnaire survey and the factor analysis method for 18 major factors,it constructed a three-tier evaluation index system for the sports function of the government.
