摘要
军队应急管理能力的高低直接关系着任务能否完满高效完成。针对当前我军应急管理能力建设方面存在的问题,借鉴外军非战争军事行动应急管理的经验,结合我军非战争军事行动应急管理的实践和现状,以"一案三制"为基础,从完善应急管理体制建设、推进应急管理机制建设、健全应急管理法制建设、完善应急管理预案建设四个方面,来加强军队应急管理能力建设,全面提升军队履行宗旨与使命的能力。
Dealing with emergency plays an important role in fulfilling the historic mission of＂Three Offers,A Play＂for our army in the new century. Its level is directly related to the tasks which can be completed effectively. Based on the ＂One Case and Three Systems＂,this paper introduces how to enhance our army’s capacity of dealing with emergency from four aspects： completing the emergency management system construction system,promoting mechanisms,improving the legal system and perfecting the preparedness and response in order to strengthen the ability to perform the mission overall which uses the experience of the foreign for reference in combine with our practice and the status quo.
