摘要
从经济周期理论和产业创新理论,分析开放获取资源的发展规律,梳理主要科技大国、主要学术机构、主要国际出版机构的相关政策。讨论我国图书馆界面临的实务工作挑战,以及合适的信息政策。
By using economic cycle and enterprise innovation, we analysed the development roles of open access resource, and summarized relevant policies of the main science and technology countries, main research institutes and universities, and main international publishing agencies. Our discussion concerned a- bout those challenges of library work and the suitable information policy.
