摘要
进一步增强长江水利对经济社会的支撑与保障能力,关系到"依托黄金水道,建设长江经济带"这一国家发展战略的顺利实施。针对长江水利发展所面临的形势,分析了在防洪保安、河势控制与岸线利用、水资源利用、水生态环境保护以及流域综合管理等方面存在的主要问题。提出了当前及今后一个时期长江水利发展的基本思路及主要任务。阐述了夯实长江水利发展基础的主要对策措施,包括完善防洪减灾体系、加强河道综合治理、实现水资源可持续利用、搞好水生态环境保护与修复,强化流域综合管理等。对于打造长江水利升级版,提升长江经济带建设的水利支撑与保障能力,具有较强的指导意义。
To further strengthen the support capacity of water resources of Yangtze River concerns the smooth implement of es-tablishing Yangtze River economic zone,which is a national development strategy.In the light of the situation of water resources development of Yangtze River,the major problems in the aspects of flood control,river regime control and shoreline utilization, water resources utilization,water ecology and environment protection and comprehensive management of river basin were ana-lyzed.The basic thoughts and main task of water resources development of Yangtze River at present and in next period are pres-ented.The key countermeasures for enhancing the foundation of water resources development of Yangtze River are demonstrated, including perfecting the flood control and disaster mitigation system,strengthening river channel regulation,sustainable utilization of water resources,protection and restoration of water ecology and environment,improvement of comprehensive management of river basin.It provides guidance for upgrading water resources support and guarantee for Yangtze River economic zone.
