缩小收入差距能实现中国的节能减排吗 被引量:2

摘要 构建收入分配不平等与环境质量及能源消费关系的理论模型,理论分析表明:收入分配越不平等,则人均能源消费越高,环境质量越差。在理论分析的基础上,基于中国1983—2011年的时间序列,实证检验基尼系数与人均能源消费及人均工业废气排放的关系。分析结果表明,基尼系数与人均能源消费及人均工业废气排放都呈正相关关系,即缩小收入差距能够实现节能减排。基于库兹涅茨曲线的分析表明,中国已经具备缩小收入差距的趋势和动力,能够实现收入分配公平和节能减排的双赢。 The theoretical model constructed in this paper about the relationship of the income distribution inequality, environmental quality and energy consumption indicates that income distribution is more unequal, the per capita energy consumption is high, the environmental quality is worse. On the basis of theoretical analysis, we use 1983 -2011 time series of China to test the relationship of Gini coefficient, per capita energy consumption and per capita industrial waste gas emission. The em- pirical analysis shows that, the Gini coefficient is positively correlated with per capita energy consumption and per capita in- dustrial emissions , that is to narrow the income gap to achieve energy - saving emission reduction. And the analysis based on Kuznets curve shows, our country has the tendency and the power to narrow the income gap to achieve a win - win situa- tion of fair income distribution, energy - saving and emission reduction. Finally, we put forward the corresponding policy im- plications.
