摘要
目前我国地方政府债务问题日益严重,"土地财政"难以为继,地方政府面临着巨大的财政压力。地方政府债务问题若不能得到及时、正确的解决,对我国转型时期的经济发展将产生巨大的打击。从政府负债理论分析,我国目前地方政府债务的主要成因是地方政府财权事权不协调、中央宏观调控政策与地方政府财政收支不一致、财政软约束等。应针对地方政府目前债务问题,采取积极措施,加以解决。
At present, the debt problem of local government in China is becoming more and more seri- ous, ＂Land Finance＂ has already been unsustainable and the local government is facing enormous fi- nancial difficulties. If this problem cannot be solved promptly, the damage to the economic would be incalculable during the transition period of China. Based on analyzing the theory of government debt, it was conclude that the causes of local government are the unbalance between the fiscal power and ad- ministrative authority of local governments, the disaccord between central macro - control policies and local government fiscal revenue, etc. Corresponding measures should be taken in solving local govern- ment debts.
