摘要
铁路体制改革的历程是产权制度改革、资产重组和引入竞争三种趋势综合作用的结果。世界各国根据具体情况进行了“上下分离”、股份制改造、特许经营、计划合同等多种形式的探索 ,取得较好成效。我国铁路改革应该以积极引入竞争为导向 ,在明确铁路与政府关系的基础上 ,综合利用“上下分离”、特许经营等多种模式 ,以取得最佳的综合效果。
the course of Railway system reform is resulting from the three synthetically effect inclining the property system reform, asset restructure and competition. According to their own conditions every country hold various explore, such as the separation of infrastructure management and transport operation, share-holding system, franchising, planning contract etc. Many of them have achieved good result. China ought to direct railway toward competition, on the basis of the explicating the relationship between government and rail, using multifarious models so that it is possibly to obtain the best effect.
