摘要
在分析上海市级公立医院面临的问题与挑战的基础上,介绍了上海申康医院发展中心以问题为导向推进公立医院改革的做法,包括推进基本建设、加强学科人才建设、加快信息化建设、推行全面预算管理和院长绩效考核等措施,推动上海市级医院不断增强服务能力、不断改善运行效率.
Following an analysis of the problems and challenges of public hospitals in Shanghai,the paper presented the approach of Shanghai Shenkang Hospital Development Center in its problem-based reform of such hospitals.The measures include promotion of capital construction,enhanced discipline human resources,and accelerated informationization,as well as overall budget management and hospital director performance appraisal,which enhanced their service capacity and operational efficiency.
