摘要
分析了 50年来西部经济与生态失调造成的问题和主要原因 ,指出西部实行“以林为主”或重林轻草的生态治理方针是不成功的 ,草产业是西部经济开发与生态治理的基础产业。
The problems and main causes of disorder of economy and ecology in west China in recent 50 years were analyzed. The policy of ecological controlling mainly by forest in west China is not successful. The grass industry is a basic industry for economy development and ecological control in west China.
