摘要
在投资资源稀缺与承包企业市场退出机制障碍的条件下，非规范的承发包市场，使工程建设中建设主体寻租活动成为可能，而这一行动付诸实施则取决于建设主体对寻租活动的成本—收益分析。本文采取个体主义的成本—收益分析法，并利用博弈论的思想，分析了我国目前工程建设中建设主体的寻租活动，力图证明工程建设中的寻租活动是工程质量低下的源头，提出了工程建设中寻租活动的治理原则。
： Analyses the efforts of civil engineering primary constructor in China to search for tenants using the cost－effectiveness analysis of individalism and the basic ideas of game theory and tries to prove the deteriorated quality of civil engineering projects results from the tenant search efforts and suggests ways to put the tenant search efforts under control．
