摘要
社会权利平等是基本公共服务均等化的基石,然而现实生活中公民享受多种社会权利的不平等现象却普遍存在,特别是城乡居民社会权利不平等更是阻碍了基本公共服务非均等化供给。城市偏向的发展战略、城市偏向的财政制度、城乡分立的户籍制度阻碍了城乡居民社会权利的实现,保障公民享有应该享有的社会权利,就要纠正城市偏向的制度安排,实现城乡发展一体化的公共服务供给。
Equality of rights is a cornerstone of the equalization of basic public services. However, citizens don＇t enjoy a wide range of social rights in the real life, and especially the inequality of social rights between urban and rural residents hindered the supply of basic public services. There are some urban bias arrangements hindering the realization of social rights, and so it is necessary to correct the system of urban bias arrangement to achieve integration of urban and rural development.
