摘要
土地制度创新一直是农村经济体制改革的重要内容。加强农村土地经营制度创新,搞活土地流转,是促进农业发展和农民增收的重要手段,也是统筹城乡经济社会发展的关键环节。根据对学界农地流转文献的梳理,可以总结如下结论:在土地流转中要始终把农民的利益摆在第一位,要赋予农民对承包地占有、使用、收益、流转及承包经营权抵押、担保权能,要根据农民的意愿进行流转;各地农民土地占有及农村经济发展情况存在较大差异,在农地流转中要因地制宜,尊重农民群众的首创精神;要进一步推进户籍制度改革,完善农村社会保障制度,尽可能减少农民农地流转的后顾之忧;要加快建立农村产权流转交易市场,推动农村产权流转交易公开、公正、规范运行,完善土地租赁、转让、抵押二级市场。
Land system innovation has been the important content of the reform of rural economic system. Strengthening the rural land management system innovation, invigorating the circulation of rural land, which is an important means to promote the development of agriculture and increasing the income of farmers, but also the key to urban and rural economic and social development. By reviewing the related literature of land circulation in recent ten years, in order to put forward suggestions on the issue of academic research on the next step, and to further improve the system of transfer of land to provide relevant policy suggestions.
